State Capitol: This August in Los Angeles, State Senator Toi Hutchinson of Illinois will become the new President of the National Conference of State Legislatures (NCSL). She will be the first lawmaker from Illinois to serve as President of the organization since fmr Sen Steve Rausenberger (R) held the post in 2007.
