Springfield: Following an address on rural issues, Gov Rauner held a brief media availability.
The governor spoke about his belief that AG Madigan and Comptroller Susana Mendoza were working in concert with Speaker Madigan to force a cutoff of pay to state workers until a budget is passed, in an effort to force him into signing a budget he would not otherwise agree to approve.
This same day, Attorney General Madigan asked the Supreme Court to hear a motion on an expedited basis, as to whether it is constitutional to have the state pay state workers, when there is no budget.
