The Legal Challenges to Reforming Illinois’ Pensions

From Springfield:  We hear a presentation by Attorney Eric Madiar, who previously served as Counsel to Senate President John Cullerton.  Mr Madiar’s presentation to a conference of State University Annuitants Assn members, covers the legal hurdles of trying to alter the cost of the state’s pensions, since the Illinois Constitution says that pensions may not be “diminished”

This speech is highly significant, as Gov Rauner and Speaker Madigan recently agreed that the legislature would prepare a pension reform bill before the end of 2016.  Gov Rauner has already agreed to support the pension reform effort previously proposed by Sen Cullerton.
