Bill to Expand Gov’s Ability to Control Spending

Budget Director Tim Nuding and Rich Greenberg, an aide to Gov Rauner, testify before the Senate Executive Cmte about legislation they say is “Plan B” that would give the governor additional authority to control the state’s spending. Under the legislation, the governor might postpone pension payments, or take other steps to control what money is going out the door.
