On the day Gov Rauner delivered the 2016 State of the State Address, Rep Ken Dunkin called a press conference in which he spoke against the leadership of House Speaker Michael Madigan, claiming that it is the Speaker’s political gamesmanship that is the reason for the budget impasse. Rep Dunkin came with a sleeping bag, and bar of soap, saying the legislature should not leave until a budget is passed.
