State Capitol – Illinois looks to launch a brand new industry — by legalizing recreational use of marijuana. It is a massive legislative undertaking, combining all the regulations needed to establish the growing, sales, and marketing of the product. Establishing the right level of sales taxes, and included in this effort is the idea to both expunge some of the criminal records of those who were previously convicted of marijuana charges — as well as setting up a loan program to help those in economically poor neighborhoods to have the working capital to become a part of the new industry where new stores would open to serve consumers.
