Budget Director Tim Nuding and Rich Greenberg, an aide to Gov Rauner, testify before the Senate Executive Cmte about legislation they say is “Plan B” that would give the governor additional authority to control the state’s spending. This is would be used only if the Gov and Legislature can’t agree to a budget deal that would control spending. Under the legislation, the governor might postpone pension payments, or take other steps to control what money is going out the door.
