Jerry Daugherty, the Mayor of Mascoutah, IL and President of the IL Municipal League, says Gov Rauner’s proposal to cut the IL Distributive Fund, is misguided, as those are NOT state funds going to cities, but taxes that are the cities’ portion of sales taxes.
